I seen this before when I was working in the government as an expert...there would be so many people at the table(s) who got in by virtue of their special privileged passes, and the meetings would go on for a couple of hours--each time--and nothing would get done.
They would go round and round raising issues, which by an amazing coincidence their companies could fix with enough funding.
