My gut is that my account, being considered especially high profile, was reinstated through a different channel than everyone else. The Twitter files yesterday show that accounts flagged as high profile go through a different support channel.
I predict that Elon is going to bring back everyone else within a short period, and that they are simply figuring out how to do it now.

I made a comment about Ukraine and Russophobia and got banned in July after having my account for almost 10 years.
